I am not sure if rates can be negotiated for reduction here in HK especially with rewards program in place (example: http://www.hsbc.com.hk/1/2/hk/cards/rewards/flexi-rewards) but I guess it's generally at the mercy of card issuers. I agree with Pamela's ideas though.
