Deerfield Beach is forging a new trail through the thicket of transportation management. If it works, it will make streets accessible to pedestrians, bicyclists, motorists and transit riders of all ages and abilities – all of them simultaneously.

It’s called Complete Streets and it’s a monumental task.

“Complete Streets make it easy to cross the street, walk to shops and bicycle to work…They allow buses to run on time and make it safe for people to walk to and from train stations,” the city said on its web site. “[This] policy means that every transportation project will make the street network better and safer…”

To that end, the city is getting an assist. It was one of 15 chosen nationwide, and the only one chosen in Florida, for a grant from Environmental Protection Agency. The grant will pay for technical assistance from the National Complete Streets Coalition.Translation: an expert will be on hand to lay down rules for making transporation decisions that result in more complete streets.

The goal? Making every transportation project result in a street that is better and safer for drivers, transit users, pedestrians and bicyclists.

While input is limited to decision makers and city staff, the public is invited to learn more from 6:30 p.m. to 8:30 p.m. on Wednesday at Wyndham Deerfield Beach Resort, 2096 NE Second St. That session will be followed by a Complete Streets workshop Thursday, Feb. 16, from 8 a.m. to 4 p.m.

Complementary parking is at the Wyndham’s parking lot, south of the hotel at NE 20th Terrace and NE First Street. For information, contact Amanda Martinez at amartinez@deerfield-beach.com or at 954-480-4208. For more information on Complete Streets, visit the web site.

Ten students at Quiet Waters Elementary School are counting on residents to vote for their entry in a regional competition to solve a food safety problem. Using robotics and research, the 10 fifth graders that comprise the Kitchen Kommandos created what they call 'The Glove Factor' - an elegantly simple approach to eliminating Salmonella from the kitchen.

On Feb. 26, they join 47 other teams competing at the Florida Institute of Technology in the state championships, after besting 18 teams at McNichol Middle School in the regional competition. "This is a great accomplishment as there are 450 total teams in Florida this year," said their advisor and fifth grade teacher, Maryellen Pinzon. "This was our second local Champion's Award this year."

For now, however, they are trying to muster votes. To add to their talley, click on the link and vote in the upper right hand corner: http://fllinnovationaward.firstlegoleague.org/glove_factor

The Feb. 12 Green Market in Deerfield Beach is designed for holiday procrastinators.

From 8 a.m. to 1 p.m., the next market at The Cove Shopping Center will feature vendors offering a variety of items for the creative romantic just in time for Valentine's Day.

Green Market organizer Sally Potter said there will be conventional sweets, less conventional sweets like Valentine cookies and cakes, and two vendors will be selling handmade candy including chocolate-covered apples.

Handmade and commercial jewelry will be on display as will "sweet" sugar body scrubs and special handmade soaps.

The Cove Shopping Center is located on Hillsboro Boulevard and the Intracoastal Waterway.

Potter said that all purchases can be packaged in heart-shaped boxes and decorated with felt Valentine's Day pins.

"Bring three of your favorite candy recipes as well and we'll publish them in the Green Market Cooks cookbook," she said, available at the final Green Market later this year on April 1.

Deerfield officials and residents met on Jan. 31 in a continuing effort to resolve differences inherent in developing land near 1,300 homes for heavy-industrial use.Commissioners are set to vote on the matter on Feb. 7.

“Right now it is still in flux,” said District 4 Commissioner Bill Ganz, who was part of the negotiations.

City staff is addressing each issue brought up during the Jan. 31 meeting, clarifying certain aspects and plans to present a revised draft to the City Commission.

Some uses for the land – like medical waste sterilization and medical waste transferring – were restored to the draft during the discussion. Others – like medical waste incineration, penal institutions and tank farms – now have been eliminated.

“The goal is to have these issues cleared up before the [vote],” Ganz said.

The City Commission will meet at 7 p.m Feb. 7 at City Hall, 150 NE Second Ave.

Never underestimate the power of email, which came into play for the Scouts of Deerfield Beach Cub Scout Pack 119, who thanks to a generous donation by the Deerfield Beach Kiwanis Club, spent this past Saturday learning all about camping.

During a City Commission meeting last week, the Cub Scout Pack asked commissioners to waive the $116 fee to rent the large pavilion at Villages of Hillsboro Park for a “Camping 101 event.”

Although some commissioners had reservations about waiving the fee, the Deerfield Beach Kiwanis Club decided to donate the money, so the Scouts could continue as planned.

Deerfield Beach Fire Rescue Chief Chad Brocato said he immediately sent a request to the Kiwanis board.

“The board voted by email," he said. "The money will be here."

Thanks to the Kiwanis donation, Scouts in kindergarten through fourth grade learned all the basics of camping: how to pitch a tent, tie ropes and build a wooden gateway, along with some outdoor cooking demonstrations.

Deerfield Beach was a sea of serenity in an area packed with more voters than most presidential primaries.

Philip Johnson and Bonnie Scaia were among the morning voters at Quiet Waters Elementary School. Johnson said he is a faithful Republican primary voter.

Poll workers reported that voters were arriving mostly in spurts since polls opened at 7 a.m.

Hillsboro Beach was a different story. With Commissioners Jim Lambert and Richard Maggiore running unopposed, there was but a single issue to bring residents out: Should service on the Hillsboro Beach Town Commission be recognized as a part-time position, whereby the town's elected officials shall be permitted to engage in outside/concurrent employment?

The parking lot at town hall was packed and Dave Martin, a fixture at Town Commission meetings, posted himself outside to take advantage of it.

As voters emerged, he asked them to sign a petition supporting U.S. Rep. Allen West.

In Lighthouse Point, voters packed into the Dixon Ahl polling site to decide the race between incumbents Tom Hasis and Susie Gordon and challengers Earl Maucker and Rebecca Lysengen, respectively.

Backers ringed the site waving campaign signs and hoping for an 11th hour conversion and the poll deputy on duty said there had been a steady stream of voters since 7 a.m.

With early voting ending Saturday, it’s good to know the Broward County Supervisor of Elections Office has recruited enough bilingual poll workers.

That doesn’t mean the office is done hiring, however.

Law requires all 17 polling sites to be staffed by a bilingual poll worker that speaks both English and Spanish, or English and Creole.

Workers must be U.S. citizens, registered voters in Broward County, fluent in the required languages and attend a three-hour training session.

“We are required by law to have poll workers in every precinct and in ever precinct it is required by law that we have one poll worker who speaks English and Spanish,” said elections spokeswoman Evelyn Perez-Verdia. “We also have Creole because we have a large Creole-speaking population.”

Poll workers can be hired until 30 days before the election in question. So, Perez-Verdia said, the elections office will be hiring for the August election until the end of June, and for the Nov. 6 election through October 6.

As for the Republican primary, the 17 early voting sites that have been open from 10 a.m. to 6 p.m. will close on Saturday.

A link on the city’s website invites would-be participants to join a flash mob at the beachfront art festival.

Whether the dancers materialize or not, on Jan. 28 or Jan. 29, what will be there are 125 juried artists displaying original photography, painting, sculpture, glass, wood, jewelry, graphics and leather. It's the art festival as usual and - as usual - proceeds go toward scholarships. The scholarships give an assist to college-bound graduates of Deerfield Beach High School interested in the arts

As the metal jaws of the excavator tore into the building, flattening walls and shattering steel struts, William Voss took up a post outside the fence, his 3-year-old son, Cameron, perched on his shoulders.

They stared wistfully through a gap in the screening as the bites disappeared from what remained of the pier restaurant.

Pier buildings were razed today and yesterday, closing down the bait shop and fishing tackle concession, and razing the coffee shop.

Vernell Higgs, pier supervisor, said the good news is that the $4 admission fee to fish on the pier is waived at least through Sunday. However, since the pier concession shop is closed, those fishing must bring their own rod, tackle and bait.

Higgs said quite a few people are responding already.

Martin Luther King Jr. Day takes on a special significance for the Tigner family this year. On Monday, as communities nationwide pay tribute to King, the Tigners will be honoring one of their own with a renaming ceremony at Westside Park..

All are invited to join the floats and church groups lining up at 9 a.m.at Pioneer Park. The 36th Annual Martin Luther King, Jr. Parade to Westside Park will begin at 10 a.m. and proceed west on Hillsboro Boulevard. As it does, Tigners will be gathering at the community center at Westside Park, to see it officially renamed in honor of their father and husband, Johnny Tigner, Sr.

Johnny Tigner died June 22 at the age of 60, but the father of six – and father-in-spirit of so many more – will be recognized for his 37 years of service to Deerfield Beach and to underserved youth in the city. A lifelong resident, Tigner was a fixture at Westside Park, where he was manager. In that capacity, he oversaw pivotal athletic programs like Packer-Rattler football and baseball.

“He single-handedly kept a lot of kids from going down the wrong path and not once, ever, did he ask for any accolades or attention for what he was doing,” said Ben Preston, the commissioner for District 2.

The dedication ceremony for the Johnny Tigner Community Center will begin after the parade arrives at Westside Park, at 11 a.m.

Deerfield experienced a gusher of sorts, as new water supplies went online in the western part of the city this week. Two non-saline wells were started Jan. 11.

"That allows us to rest some of the older more strained wells which are throughout the city ... ," explained Charles DaBrusco, director of public works and environmental services.

In addition to the two Biscayne aquifer water supply wells, the West Wellfield project consists of one well drawing on the Floridan Aquifer as well as a standby generator building and associated pipe work to deliver water from the wells on SW 10th Street to the water treatment plant on Goolsby Boulevard.

The two Biscayne wells, the backup generator building and the associated pipe work are complete and operational, he said. The Floridan Aquifer well is also complete.

Today marks the opening in Deerfield Beach of Frank & Dino's, the latest entry of Max Restaurant Group.

The 150-seat Italian restaurant at 718 S. Federal Highway features traditional Italian fare prepared by executive chef Tonino Orsino, a Naples native who delivers authenticity to traditional favorites like snapper pescatore and rigatoni with meatballs.

Located just south of Hillsboro Boulevard, Frank and Dino's features an atmosphere reminiscent of the "Rat Pack" era and is the third in a group of restaurants of Dennis Max.
